It's on the back bumper - where you put the diffuser.?

It's from the car wash. It's wax or something. Anyways. It won't come off last 3 weeks

It looks like wax. Believe it or not - peanut butter will take it off.

You might try Wurth Citrus Degreaser. Easy on the hands, paint and plastic.

That looks like the results from "hard water." You need to get it off.

The following product will do the job without any harshness; this stuff is among the best, and I've tried them all.

Klasse All In One 10 oz. : Amazon.com : Automotive Klasse All In One 10 oz. : Amazon.com : Automotive

I recommend using this product to do the entire car, then seal it with this (it'll protect the finish for approximately 4 months).

15oz. Finish Kare 1000P Hi-Temp Paste Wax : Amazon.com : Automotive 15oz. Finish Kare 1000P Hi-Temp Paste Wax : Amazon.com : Automotive

Best of luck.

I don't have a 991 but that looks like matte finish plastic with wax residue on it. A gentle solvent like the Wurth degreaser mentioned earlier with some easy rubbing should do the job. If it is plastic, finish with a non shiny product like Meguiars Gold Class Vinyl/Rubber protectant or similar.

Looks like somebody hand -applied wax to the paint and got sloppy, smeared it on the plastic. You can see the swipes from the waxing sponge or bonnet.
Try taping your plastic off with the blue painter's tape.

Okay, first off, whatever you do, do not use any pressure. Probably too late, but still...
First use paint cleaning clay with detail spray. Gently. Folded microfiber towel.
Then try least abrasive polish, Griot's Machine 4 (or 3). Gently. Folded microfiber towel.
It will be gone. But just in case not....
3M Adhesive But and Tar remover will remove everything, and not harm the paint PROVIDED that you are.... you guessed it.... gentle and use a folded microfiber towel.

Wax when done, removing wax with a folded microfiber towel.

Relax, quaff, admire.

Disregard my earlier clay bar comment, I really couldn't see what you were referring to before on a small screen.

But now I know what you are talking about, get some Coleman Camping Fuel, also know as naptha or white gas, and an old tooth brush to scrub the area with, it should come off without damage to the plastic.
