So I went through the process and filled out some information online. It gave me a code to give to my dealer. The service guy advised that there's a charge of 189 and a monthly subscription. Could anyone confirm?

You most likely will have to pay the monthly fee, if they are charging you $189 in labor to input the code...that is ridiculous. My car was out of the service bay for 5 minutes.

$189 is the annual subscription cost for navigation and infotainment services through Porsche Connect. One year free for new owners, as the great Gordon Shumway mentioned above, otherwise $189 for one year. There is no need for the dealership to enter any code. You can sign up for the subscription online and do this yourself in the PCM.

Don't confuse all the myriad services available on the Porsche. OP asked about Porsche Car Connect, which is only the service provided by Vodaphone. It was free for a year, but looking at the new descriptions of services, I'm not even certain that is offered anymore. It was kind of outrageously priced at renewal, so I doubt many continued it, so it would be a good candidate to eliminate. The 2018's definitely had it, as I am still being harassed to renew it, which I have no plan to do. I did renew the Connect plus Navigation + Infotainment service on Black Monday for the $99 special for a year. But that is not Porsche Car Connect via Vodaphone. It is service provided completely by Porsche via the embedded SIM. Looking in the Connect store now seems to indicate a new Porsche Remote service which looks like it is replacing a lot of the Vodaphone service.
As for the OP, it looks like with a used car that a subscription will be needed, although it seems pretty petty to charge $189 for a service that takes mere minutes.

In regards to Nav, that is not something one has to continue to pay year after year for, is it?

My car being a 2017 has Porsche Connect via an AT&T sim card, not the embedded sim that 2018 and newer cars have. I tried to get AT&T to add the car's sim to my company wireless account but they wouldn't do it. I have to have a separate account just for the car and it was going to be way more expensive that way. Anyone have luck getting AT&T to add the car's sim to their mobile account? How about using another sim card that's not AT&T?

IMHO - These services add about $39.99 of value / year. That is where they might get folks to renew them. $99 on black Friday / cyber Monday is better, but still pushing it. As for me, I'm using CarPlay until the prices become reasonable.
