Respray on rear bumper cover a big concern?
I'm looking to a buy a 991 S cab that's located out of state. It's got a clean carfax with 24k miles. All the options I want. I've only seen pictures. It's 1000 miles away.
The dealer says he can tell the rear bumper cover has been resprayed, but not removed. According to them, the fastening screws are untouched. He says it's got some orange peal which they would take care of.
How concerned should I be? Any questions I can ask?

My concern would be how the car has 24,000 miles yet since the bumper cover has never been removed, they haven't yet done any major maintenance on that car.

Obviously the dealer is just lying about the bumper never being removed and never considered that it has to be removed to service the air filters. You shouldn't be concerned about it being repainted if the CarFax is clean (Check the AutoCheck too!), but you should be concerned that the only issue with it is some orange peal. Personally, I would fly out to see it in person before deciding you want to spend your money on that particular car.

I should also say that my car had the rear bumper resprayed and I only found this out after delivery as it wasn't noted in the vehicle history.
Until I had the paint whole car professionally paint corrected and ceramic coated I was the only person that could really tell, as I'm picky. My detailer is even more picky, so he was able to wet sand it to the point that it's now very hard to tell.

Get a private ppi. who does a bumper on respray on a 100k car when the bumper takes 10 minutes to remove?

It's a 2012 launch vehicle with two owners. I called a couple dealers who would have serviced the car locally and they only had record of the 10k service being done back in 2015. Assuming oil changes were done, it's probobly due for plugs, air filters and a serpentine belt. I'll try and use this for negotiating leverage. Car is on consignment and dealer is asking $66.9k which is a pretty aggressive price. Assuming I can get them to budge on the price some, I'll have a PPI done.
I'm a bit surprised that someone would respray the bumper cover without removing it.

So I'm still looking at a few other cars but this one seems to have the options I want. The only thing it's missing that I like is wheels painted exterior color. Which I could powder coat for $800.
The car is on consignment at this dealer. Who sold it to the current owner in January 2018. The price is at $66.9k which seems pretty good. I'll likely keep it 3 years.

I'm tying to get them down a bit more by leveraging the gaps in the service history and the issue with the bumper re spray. I'd buy it today at $65k, but they aren't biting. I know $65k is a bit cheeky.
Trying to agree on a number before doing a PPI.
Here are my thoughts and welcome any input on the car or negotiating tact.
Pros
it's got most options I want
price is aggressive. I could probably drive it a 3 years and not lose much. Weekend car.
Mileage is relatively low
Cons
Limited service history
Bumper respray
It's 1000 miles away
Buy unseen... gulp
Shipping $700-$1000
Assuming I can hatch a deal and the PPI checks out, I'd probably buy it and ship it sight in seen.

I have made a few bucks over the years so I'm fortunate enough to own and have owned 911's. But dropping what I assume is $60K plus on a car sight unseen and having it shipped so you don't know who to hold responsible for any "blemishes" seems strange. 1000 miles is a 1.5 hour plane ride. Isn't better to just go there?

IF there had been no more serious reason to paint it, I'd rather have a property resprayed bumper cap than one will the sort of minor blemishes that can easily occur in parking spots or careless backing up.
At 66K and the "normal" level of owner perfection compulsion, a trip to see. drive and touch the car seems in order!
