Washer tanks are (as far as I know) vented so as to allow for thermal expansion of the fluid. Overfilling to the point of overflow will (usually) cause some fluid to drain through the vent mechanism.
Spirited driving and the resultant sloshing of the fluid might cause overflow through the vent.
Last where does the A/C drain? That could also result in fluid 'racing stripes.' I thought it drained on the passenger side?

just got back from the track. already saw this happen before, not as much as this one though, thought it was just from getting a carwash or splash from water. but after driving around a 100% dry race track while this was not there before driving i was sure it from some where inside the car.

I suspect that the solution will involve siphoning-out a quart of windshield washer fluid...
