I am not sure if I am more impressed at this "break-in" procedure or the driver's ability to miss-shift that high into the red.
The feeling of being in the wrong gear is immediately obvious from feel and sound

Don’t sweat this, buy the car if it ticks your boxes. These over revs are minimal. Went through the same issues when buying my used GT3, same sort of findings.
Just got home from my first HPDE this afternoon, I’m never selling this car, and I’m a guy that’s moves through cars. 😜

Can someone explain how one over-revs a PDK?

I don’t know how but it’s possible. The car I’m referring to is a manual car not a PDK.

All the mechanicals have inertia. The ECU can cut injection at 8999 rpm and it can continue to accelerate for a split second more. 9001 rpm is a range 1. If you rev up in the lower gears and hit the fuel cut at 9k, you will see range 1s and very occasionally range 2s. This doesn’t matter. It’s normal and part of the development of the car. Range 4s and above are what become worrisome. Porsche CPOs through range 3.
