There is a 99.999999999% chance it is our gov't and their incomprehensible process or lack there of. There is no reason Porsche wants this. This delays the entire financial transaction process , no one gets paid until the car is delivered.

US cars always come later and I suspect part of the motivation is to iron out any potential problems before sending cars to our litigious environment and we have also have a warranty that is twice as long (4 years vs. 2 years), so any problems are more costly for Porsche.
