why does it seem so hard to get accurate and timely info from Porsche on new 991 GT3 availability?

Then you need to bug your SA for a print out showing you the V #s and the respective dates. This isn't an issue with Porsche; its an issue with your dealer.

yes, this is not a PCNA or a Porsche AG issue. this belongs in the hands of the dealer
