Why does GT3 come without roll cage in America?

I'd agree with this if we were talking about a full cage. We're not though. The half cage at the back isn't going to be anywhere near your head in a crash.

what's even worse they removed the mount points from the tub.... same for the GT4

Is this really true for the 991? They were present in the 997 and I certainly know a couple American 997.1 RSs offhand that had the full front and rear OEM Clubsport cages installed in the US of A. Bolted right into the OEM mount points.

Very interesting rules you have in the U.S ,,,,,,,,,Australia is the complete opposite the clubsport cage is allowed to be factory fitted as our rule makers believe that the Auto manufacturer has a greater knowledge about his product than they do ........How ever fitting of aftermarket cages and seats require and engineering certification to prove that the cage and fitment meets all of the required standards ,,,,many aftermarket accessories are frowned upon by the so call rule makes down under .....

had the roll cage mounting plates. This RS is among the six
earliest Vin # we know that was made for the US market:

That these mounting plates soon were ELIMINATED on later US bound
2007 gt3 RS is, frankly, unsurprising. The idea was to prove to the US
DOT authorities that PAG was NOT trying to circumvent regulations by
facilitating the retrofit of the Porsche factory roll cage after the RS were
delivered to Porsche's US clients. The harder PAG/PCNA made it for the
US customer to fit the not DOT approved roll cage, the better Porsche
lawyers felt it distanced PAG from any possible accusations that the
manufacturer was actively encouraging said 'roll cage' to be installed
easily after delivery...therefore circumventing US regulations! So the
lack of Roll Cage mounting plates on US RS models might not make
sense to some Rennlisters, or for that matter also their inability to get
the ROW 'roll-cage in a box' via PCNA's dealer parts dept, but Porsche's
liability lawyers understood the the subtle 'message' sent by PAG if
either were present, in the car or the parts system. That is why these
roll cage mounts quickly disappeared from early US 2007 gt3 RS's.

will be if there were rear seats). those were done in factory
and the RS (rest of the world) bar front legs are mounted
and bolted to that plate.". The 997 gt3 RS Registry states
that: "None of the (USA) 2007 GT3 RS were supposed to
have Roll Cage mounting plates". But in fact a few early
ones came with it and the RS Registry made an attempt
to find out which early cars actually came with them...and
reported on it in their registry!

BMW gets away with putting padding around its GTS rollacage & therefore passes US regulation. Look at the GTS rollcage closely & you can see the padding.
