Some expected them for MY2015, but probably for the best that it didn't happen due to current 14 vs 15 debacle. Perhaps they'll debut with the RS. Supposedly based on 918 style of buckets, but all conjecture till we see them.
PAG is on record saying that they are eventually coming. Using history as a guide, they will come. Prolly with the RS.

For me I believe it is the Department of Transportation as well since someone brought that up. Besides if they are waiting for the RS how come just about everywhere else still can get them?

Yes. I saw one of those black RS-prototype monsters on the streets of Leonberg a couple of days ago and the passenger seat was clearly a 918 seat.
Can't really think they would do that only for the prototypes
The typical method for non-approved parts is a sealed cardboard box in the trunk marked, "For competition use only". Seats are a bit too large for this sort of delivery, though.
Sweet non-stock ECUs, exhaust components, harnesses, etc. often arrived in this fashion.
Maybe that's the bone they throw us in the next two weeks! Free bucket seats for all 2014 owners!
I would not count on that. Lawyers rule, no sport buckets=no harness and thus reduced tracking. Aftermarket harness acceptable seats= no airbags and thus insurance/ compliance issues. Lawyers in control
