We'll if it's tire's he's after, the RS has more choices, can accept a wider tire and a wider variety of tire's/wheels than the .2 GT3, right?
RS is about an inch wider and has more room under the rear fenders, has better aero, and is slightly lighter IIRC. Above 5000 RPM the engines pull the same. That's where you'll be on the track.

Speaking of tires, to note with any road tests, I think the 2016 car was tested with on older version of Michelin PS2's, the 991.2 gets PS2 N1 .

The 997.2 GT3 RS values are at parity with the 991.1 GT3 RS values (or very close), but 991.1 GT3 values are still well above 997 GT3 values. Of course, there are some exceptions.

I had the 997 GT3 RS and 991.1 GT3 RS, my opinion comparing both:
997 Pros:
- Steering feel (but it is better in the 987 Cayman/Boxster than the 997 GT3s)
- Tail Happy feeling, like pre-1989 911s
- Size, it feels small
- Resale (less units brought to the market)
991.1 Pros:
- Engine sound
- Better brake balance and no ice-mode
- Stability at high speeds
- Razor sharp transmission when driving in the upper RPMs
- Lots of headroom, legroom (massive difference here)
- The front end bites better (less understeer)
- Looks, it is stunning good looking (I like the look of my old 991.1 RS more than my 991.2 RS)
In regards to 991.2 GT3, prices are softening, and the car doesn't appeal to me, my last regular GT3 was a 2004 because we didn't get the RS back then (the first GT3 RS was not allowed in U.S.), every other GT3 after my 996 has been an RS.

Interesting you like the .1 RS looks more than the .2 RS i thought the same at the beginning but now i like the .2 RS looks more than the .1 RS

for those who have been fortunate to own all 3, owned all 3 or have driven all 3 extensively, how you would rate the following out of 10 (10 being the highest obviously)? GT3 RS.1, GT3 RS.2 and touring / GT3.2 manual?

.2 GT3 Manual not interested at all.
.2 GT3 Touring PDK not interested at all.
.2 GT3 Touring manual, perfection as a street car, if you are into mostly street driving (which a high percentage of GT3 owners end up doing). This is what a classic 911 with a modern power train should be.
991 R, The One, I think it is the best street Porsche made in decades.
For performance driving (Hill climbs, time trials, track days), any 991 with RS at the end of the name. Heavy downforce cars are sublime on high speed braking and high speed turns, a better experience.

Porsche is on their game. I can come up with reasons why any combination of trans/wing/3/2/RS is the best for a given buyer's use. They are all awesome and all have their pros/cons. Porsche really is making a GT for almost every customer. Only combos I see as possibly missing are manual RS and back seats.
