I'm in the same boat as you as i'm in the running to get an RS in the second batch..The jury is still out regarding if we in the UK get another batch, however as time goes on, my optimism is increasingly getting eroded..I think Porsche always intended a second batch for the EU but it might never materialize. If it doesn't i won't be too cut up as i'd be very reluctant to give up my GT3 as i don't see the RS offering much more from a purely driving POV.
In fact some owners of both in the UK have stated that the GT3 is the sweet spot and have sold their RSs and bought another GT3..They say that the RS with its much harder spring rates doesn't cope as well with the UK's variable road surfaces..

The only way the 991 GT cars out of the speedster become collectible is if they have something unique and desirable over the 992 GT cars. Right now, that question remains to be unanswered.

I'm not even sure which 991.1 cars are certified for sale in the EU that meet the new emission requirements. Only a few from what I've seen like the 4GTS. I don't know where the GT cars stand on their list of cars to re-cert. With the 992 coming out soon, what's the point of certifying many of the outgoing models?
I imagine there are in the order of 600 GT3RS's built for North America already and if they aren't building for the EU it could be close to 950 by the end of the year.
4GTS
Emission standard Euro 6d-TEMP
Particulate filter Gasoline particulate filter

In the United States AND Canada combined there will only be ~8,600 991 GT cars built from 2013-2019. Over half of those 8,600 are the base GT3 which they made for 4 model years. Of the ~4K left the 991.1RS accounts for another ~1,500. So outside of the GT3 and 2016RS we are left with only 2,500 and four remaining 991 GT models (R, 2RS, 3RS and Speedster) all four have a total N.A. production of less then 1k. These cars are extremely rare outside of the base GT3.

It is certainly the case if cross comparison is made to WW production #'s of 10,000 of 458, 3000 Speciale, 11,000 Huracan and 8,000 Aventador etc. Believe the US take up rates are ~ 30% for all of these. It is a fact also Porsche is making far many more GT cars starting the 991 generation. I am still convinced there will be as many 991.2 3RS as 991.1 3RS, if not more.

All I know is that there are too many to be collectibles.

I think Dot23RS is numbers are pretty spot on from my own calculations in the past.
Even though it appears there will be no more GT3RS for the EU does not mean more 3RS show up in North America. It does not automatically equate to the fact that the market in the US is now larger because of tighter emissions regulations in Europe. I’m sure this doesn’t change their market research figures for NA.
The RS is rare from the standpoint of comparative numbers vis a vis other cars on the road and sold. Seeing an RS in the wild is very rare.
Its not not rare when you talk about “collectible” status as the pool of cars (at least the .1RS at this point) is more than ample to supply demand for the number looking to buy. Depending on final production numbers the .2RS may fair better resale wise and will always bring more than a comparable .1RS
