Those are actually the "parking lights." 911's (or at least the GT3's) don't have front fog lights, only a rear one.
I am at a loss what American's fascination is with fog lights. Most cars with fog lights can't be turned on without the headlights, which defeats their purpose. And then there's the people who for some strange reason have them on all the time...

I also have a 1986 944 Turbo which has fog lights you can turn on separately from the headlights.

Burning Brakes
The owners manual refers to them as "parking lights." They're actually not very bright and wouldn't work as fog lights.
I have 2 BMW's, and you can turn on the fog lights separately on those as well. On my Tacoma, they only come on with the headlights, which makes no sense to me...

It was weird because I actually didn’t know what to call them, then I found them on suncoastparts called fog lights. Parking lights makes sense as they definitely don’t project any light.

They are also daytime driving lights up here
