What exactly is the point of this kind of roll race ?
The extra drag of the RS is very likely a bigger penalty than the extra 20hp. Parasitic drag is also a penalty for the pdk car.
Number of shifts in the manual is relevant as well and favors the pdk until the drag overcomes the hp difference.
If you want a drag race start from zero.
If you want a track race do that. The RS should win that assuming both well driven, although the difference may not be as big as some may think absent a mistake shifting/braking with the manual car which after enough laps will occur.
So I don't get the roll race comparison.

This is entirely dependent on the speed the car is traveling (and cutting through the wind). At low speeds, the extra power of the RS overwhelms the penalty of the extra width and bigger wing. At very high speeds the extra aero drag totally overwhelms the extra power. I'm not sure where the break-even point is but from the video we could make an educated guess. If the race continued to 193mph (Vmax for the RS; GT3 Manual goes 5mph faster), the GT3 would be way ahead...

I don't understand why people find this interesting in the least bit.
I don't decide to buy either an RS or a GT3 based on which car is faster from a rolling start. Or a stand still, Or going uphill. Or downhill in a stiff wind. Or with fat guy in the passenger seat.

As a driver and enthusiast, I find these type of comparisons very interesting, even if just to see results and how things compare. Just like doing before and after dynos after doings performance upgrades, like different exhaust set-ups. It’s not so much regarding the end result to say which car is best or to buy, but rather to know the difference. I think it’s so much better than value, ADM, PTS, and/or CXX thread/debates. I’m very glad Porsche decided again to use the same displacement on both the GT3 and RS again; it’s how it’s supposed to be and always had been. The 991.1 GT3 3.8 and 991.1 RS 4.0 difference in displacement was and joke and should have never been done in the first place by Porsche.

After my first full track day in the RS - the difference is 1 to 2s per minute with the principle gains achieved through the corners (more corner speed -> greater exit speed) and in this instance 1 compound corner where aero make a difference through a transition. Was a consistent difference all day.
On a track this is a huge difference, in the real world it doesn't matter - would be happy with either.

That looks like close to the difference between a stock vs a stage 1 tuned 991.2 with turbos. Its not 20hp, it looks effectively like a much bigger delta -more like 40 to 50whp. Definitely a bigger difference than what brakes/wheels/intakecan account for. The intake on the winged gt3 is also like ram air, btw. This is clearly an ECU calibration difference. The Porsche stock RS tune must have a huge difference in area under the curve not just peak hp. This tells me that a gt3 tune is definitely something to consider.

Yes, a tuned 991.2 turbo (s or non s) would destroy a 991.2 gt3 and gt3rs from a roll. Not that it really matters. I think it would be interesting to see how a 991.2 turbo s does at the race track with a tune and upgraded suspension against a gt3rs.
