Manufactured by HRE as can be seen in the video and from reading the about us on their website. So what makes these wheels any different than HRE?

Monoblocks are on the horizon. Keep an eye out for them.
HRE disrupted that FI-R market when they created the more lightweight R101 LW's. ANRKY is focused on the 2 and 3-piece market at launch.
HRE's customer base is used to their safe and elegant styling. ANRKY allows them to push the envelope in regards to styling while not turning off their current customers. This is also the first time HRE has jumped into 2-piece wheels.

If these are another part of HRE then HRE should have just used the HRE name with them as a alternative series of HRE. It’s like HRE is letting some family member kid try their hand at wheels but they want no part of the HRE name associated with it.
I looked at the Anrky site read the about me part...totally lost me in the marketing gooblely gook...which made zero sense.
