Default Shifter flywheel?

While inspecting the shift linkage on my 06 CS, I noticed that the black plastic wheel mounted towards the rear of the transaxle was pretty wobbly. Parts list calls it a flywheel (98730305100) for ~$80. Not a budget buster, but I'm curious what the function of the part is. It's been superseded by 98130305100.
I've searched the net for any info, but came up dry.
