Electric gauge in dash pegged

Electric guage gets pegged to upper region as soon as you turn the key to the ignition mode. Measured the battery at 12.7. Dash gauge bad or where does it get the info/measurement

Anyone seen this?

Does it come back down to normal range with a light tap one the dash? If so I would suggest removing the cluster and then the gauge and check for broken solder joints
