Default Behr radiator expansion tank cap: new or remanufactured?

I just bought a "new" Behr radiator expansion tank cap to replace my old one as the black rubber gasket part is in bad shape. I noticed a lot of scratches on the top of the cap. And the metal spring has got a dark tinge to it. The box says "Made in Germany" and it's got a Hella brand sticker on the top of the cap. Do they recycle old caps and just replace the rubber gasket or are these really new? The top of the cap looks like it's been used before. Or could the scratches come from the manufacturing process. Regardless, it looks worse than my original cap. I bought this from Pelican btw.

Is it possible that someone put their old cap in the box and returned it?

I have bought a few and never found a used-looking part in the box.

I tried to put it on and it won't even fit onto the expansion tank. I also noticed the gasket is about 1mm or so smaller. The cap size is the same but the inside where the 2 lip areas are bended inward won't fit onto the tank. I'll return it and see how the next one looks like. Amazing.

I've had this issue from Pelican numerous times, which is why they've slipped way down on my list of go-to vendors. What always irritated me was I had to pay return shipping even when it was their fault. I suspect that they don't even inspect a return, they just put it back into the system for the next guy.

I'll give these a shot. Is it the CST brand for $3.99?

I also recently bought the same cap from Pelican, and had the same fitment issue you describe. By fiddling with it and somewhat forcing it on there, I was able to get it to fit as tightly as the old one - at first it seemed like it fit too loose. Agreed, not a good quality replacement part.
