Humming noise passenger side front

Humming noise passenger side front
Can be heard inside while driven or while parked and engine running. When hood is opened, it seems like it's coming from where the windshield washer bottle is. Any suggestions/possibilities?

Are you talking about the high intensity headlight washer bottle, as that's on the passenger side the windshield washer bottle is on the drivers side...at least it is in my car. Possibly there is a pump for the headlight system that may be stuck on....I've never used mine and just noticed it's now dried up.....
