Take the forward mud liner off the passenger side wheel well and first check for voltage at the horns.
The horns were made in France, and are notorious for bad solders. Also possible is they are out of adjustment. (simple turn of a bolt)

my issue is only the high tone works consistently, the low horn sometimes works but usually not.
and nobody takes me seriously with just the high tone :-)

Just be sure to disconnect the battery for at least 20 minutes before opening the steering wheel.
An airbag in the face will ruin your day.

I have same issue. It was a simple problem. Check out buttons in sterring wheel, connection and this piece of metal inside. Through years of work this plate could be deformed.

Which steering wheel? They vary greatly from my simple bagless '89 four spoke to later models and aftermarket.
