Default What's this cable?

I've finally gotten time over the summer and fall to get my '89 C4 back on the road. After taking it for a few runs I noticed a wire hanging down near the right rear wheel. On closer inspection it is a heavy gauge wire with heavy duty insulation in a couple of places. It appears to have been attached to the rear control arm, near where the ABS sensors are attached. There appears to be a partner wire on the left side that is still attached. They both come out of the body work and connect to the control arms.

The right side one is obviously corroded.

I can't find a part number in any parts diagram, they location does appear to match with the "Rear Engine Compartment Ground" points.

Any assistance is appreciated as for the moment I can't get the starter to turn over and am worried that this ground is the problem (if it is a ground).

Possibly the parking brake cable? I can't find its routing in the PET. I'll look in the repair manual.

Yes, this makes sense. The drawing in PET looks close, now I just have to figure how to get the broke piece off/out and a new one in.

The manual doesn't cover this part of the process. It just says to "remove the parking brake assembly."
