Question adjusting valves timing marks ?

I purchased a 90 C2 last week and noticed the valves were last adjusted at 75K, I now have 90K. Looking over the records I noticed the distributor and belt were replaced at 71K. It was noted on the invoice" While installing the distributor, caps and rotors we noticed the crank-shaft pulley outer shell has moved from the inner shell causing the timing marks to be off. The pulley will still work at this point. I'm in the process of adjusting the valves myself, done it before on my old 87 cab, but was wondering if I may run into any problems because of this. Don't want to mess anything up. What is the easiest way to see if I'm at TDC on the valves I'm adjusting if the marks are off. thanks

You can also use the distributor rotor to tell TDC.

So, the marks at the pulley can be off a bit as long as the distributor is pointing at #1?
