I just had this, and decided it must be a broken elec. lead in the buckle, after a knucklehead detailer buried the buckle under the seat when he reinstalled it. Even bought a new buckle, I was so sure. Wrong-O. My shop discovered a burned-out airbag light, which threw a code and in turn, activated the seat belt warning light (they are tied together in the warning scheme). Replaced the airbag bulb, reset the code and all good.
