Horrible noise when NOT steering
Oh @#$%! I finally got my car all back together and its doing this...

Here's a list of what I did. It was not making this noise before I did the work.
changed both chain tensioner gaskets
changed o-rings for both chain to engine oil bridges
changed the crankcase breather gasket
changed o-ring on the oil pressure and temperature sender cover
changed cover under oil pressure and temperature sender
changed the distributor side spark plug end for the right upper center plug
changed the power steering cam shaft drive seal
changed the power steering case o-ring
changed the plug wire clips on both lower valve covers
changed the oil
changed the power steering fluid

That's weird noise. Did you ensure that you purged the air out of the power steering? You need to turn the steering hard to one side and then the other a few times. Then recheck your reservoir fluid level.
Does the sound vary with engine RPM? I couldn't tell from the video.

When I rev'ed the engine, it was hard to hear the noise, but I think it was still there. I tried to determine where the noise was coming from, but it sounded (and felt like) it came from everywhere.
I didn't do anything special to get any air out. I filled it to MAX before I turned the engine over the first time. It went down below MIN on its own after a few minutes (while I was getting the oil level right). I filled it back to MAX and tried the wheel to full lock each way a few times. It is at MAX still.
I've been thinking about the PS to Cam bolt the last couple of days. I woke up yesterday morning wondering if I torqued it the night before.
Is there something I can do to bleed out any air? Or should I pull apart the PS assembly and ensure it's all together correctly?

If you pull the return line off of the reservoir and run an extension into a bucket to catch what comes out , then plumb the gallon of dexron iii into the return into the reservoir , when you run the power steering , the old fluid will be pumped into the bucket and the new fluid will be sucked in . I bet if you run a full gallon into it , all the old will be nearly all be flushed out .
"I guess I should siphon it out as best I can and put in the ATF."
It will take more that a siphon and fill .
The wrong fluid is in the lines and in the rack .
You should flush the whole system if you wish to get as much of the wrong fluid out as you can .
