Do cup car motors all come with an air conditioner pump mounts ?

That is not a RS or Cup engine. Three indicators are:
Engine mounted fan for cabin heat
Bracket for A/C
Aluminum manifold rather than plastic.
It should have a M64/03 engine type to be a cup, and I doubt this one does.

For that kind of money, one could ship their existing motor to one of several places for a rebuild that yields more power and the seals haven't been sitting for 15 years.

I wondered when i saw the rear blower intact.
Perhaps an ultra rare 1 of 1 RS Cup "Comfort" model.
