Other than painting, you can buy new brake rotors. Go with OEM and they will be zinc coated on the rotor hats, which will deter rust for a long time. Those look like they are probably Zimmerman rotors, which dont come with the zinc coating, and they start to rust immediately.

You can buy hardware store paint, but it will likely peel off, rust, and look worse very soon.
If you are really interested, visit the web sites of some industrial coating manufacturers (Rustoleum for one), and look up your environment (heat, abrasion). See what they recommend. They all do R&D to develop products, and have data on coating durability. If you buy their recommended products, and follow their instructions, you will get 10 years or more out of a paint job.

When I've gotten OEM rotors which aren't coated like the Porsche Factory rotors, I use Rustoleum industrial gray spray paint, available in a tall spray can at Home Depot. Haven't had any peeling, chipping, or cracking issues with that paint. I also clean the new rotor metal with fantastic/409, and follow up with brake cleaner to ensure the metal is absolutely grease/gunk free.

You should paint those hubs black.
I cleaned the rust away with steel-wool, and gave each hub three layers of black heat resistant pait (normally used for exhaust pipes). The result looks great.

I painted my hubs (duh, if you read my post) but sadly I can't comment on how well the effect has held up because I've only put 70 miles on my car in the last four months. But I've put 6,000 on the rental car.
