If you wonder why a 19mm can be harder than the 22mm, it's because of the adjustments available on the bar. Not only the diameter plays a role...
BTW, there's a simple rule to change your car settings when you have adjustable sway bars:
Harder on the rear or smoother on the front will reduce the understeer
Smoother on the rear or harder on the front will reduce oversteer
Then consider that more basic rule:
hard bar on front = understeer
hard bar on rear = oversteer
Playing with that rule, I'm sure you'll find the adjustment you searching for!
PS: I use front and rear sway bars from the euro carrera RS.

After seeking guidance from you guys, I installed the 19mm RS adjustable rear swaybar on my C4. All I can say is my car's understeer has diminshed significantly. Thanks, guys!!
