What does it take to make a Japanese/European Spec car SMOG compliant? I've heard the costs can range from anywhere between 5k-20k. Others are registering their cars outside of California as a "work around." If I'm considering one of these cars, what does it take to make it legal 100% in California? Just seems like too many conflicting info out there and I'd like to have a better understanding to help me gauge the true cost of this and determine if it's really worth it. Thanks

the process is clear. the path is vague. much of that is driven by CARB, not the DMV in CA. CA is 1 of 50 states that has it's own EPA requirements, they are grandfathered in before EPA standards for vehicles were standardized across the US. Therefore CA has its own requirements.
those who I know who have done this, have followed these steps:
import car
get it federalized and registered and titled in another US state
bring it to CA
start process with smog review
schedule with lab
hope it passes, it will be required to emit no more than the equivalent models of the year of the car
if it does, you get your sticker
and you can then go to the dmv and have the care titled and registered in ca
The good news is the 964 Japan spec cars should have the same emissions as CA and be able to pass
Honestly, unless its a very rare car, don't bother, not worth the $.

they do a VIN check. at registration
that will cause issues
just look at the 100's of stories out there with BMWs, JDM cars, etc.
It sucks because the Japan cars will pass smog.

Not sure what else they would need. Clean sniff and legally imported.

Guys not not sure why this is so debated. Califoria has different rules than the other 49. This is all super well documented. You can not register a row car imported after the mid 80s in ca without a lab test to approve the emissions.
Tell you what. Go buy a row car. Go try Get it titled and registered here. If you need to do nothing special. Just show up. Smog and go. Steak dinner on me.

This is a place to talk cars so ease up a little eh? I live in an apartment - do we have a problem? I don’t see why we should. Leave that crap at your breakfast table.
