The material inside gets brittle after 30 years and crumbles thus clogging it up.
I don't know of a way of determining this without removing it.

It is not necessary to upgrade your waste gate in order to run a chip and a mbc. The wastegate upgrade is nice and may help with boost delivery, but not necessary. I ran the stock gate for years with a chip.

@Fejjj, do you have pictures of how to mount a Tial wastegate so the original dump tube still bolts up?
I have a Tial, your adaptor plates, and a 2 piece crossover, but it seems that the torque tube and the top of the wastegate are trying to occupy the same space. I'm about to have some one cut the dump pipe and weld in about a 30 degree, 2-3 inch curve.
Maybe I just did not play enough Tetris as a kid...

I took the cat out of the equation and the problem persists. I have noticed something, the car has boost for the first 5 minutes after sitting overnight. After that there is no boost. Or if it has been sitting in the sun for hours it has no boost. Any ideas?

I just pinched the hose from the cycling valve to the wastegate and carefully took it for a drive. Even warm the car got on boost, the factory gauge was passing through 1.8 when I took my foot off the gas. Even when the car is cold and the cycling valve/wastegate hose is not pinched it would only register 1.5 max. The cat has been ruled out by process of elimination and I am back to the cycling valve or wastegate. So a $100 cycling valve gives me a 50/50 chance or $500 on wastegate and boost controller is 100%...

due to the fact that pinching the wastegate line raises the boost, I would say the wastegate is working properly. The problem is likely related to the cycling valve or old cracked hoses that are connected to it..... or even possibly a wiring problem. But again, likely not the wastegate

Agreed and as I stated above, you do not have to put a waste gate on to run a boost controller!!!! For my money, the waste gate upgrade did not help enough to warrant the cost.
Get a chip set and a boost controller ( get an accurate gauge first) and enjoy.
P.s. I have a tial wastegate on my car and have run it both ways.
