This suggests the turbo was taken apart and someone did some grinding on the wheel and reassembled it, possibly with new bearings and seals. If that's the case then it might be that one in a million case that it looks bad but isn't. Especially since the turbo is boosting normal. Just interesting. It's better to be safe though.

If you go bigger you would need new chips and 3 bar FPR to match the turbo. Better to just replace it with the same one for now. Your going to find out how much fun we all have had replacing the turbocharger. Your vocabulary may become very colorful during that job.
