Default no start, tach bouncing intermittently

The car is an 88 951, the car just cranking with intermittent tach movement I also have no power going to the head lights or radio which. I cleaned every ground, cleaned the wires at the battery and the main body ground, replaced the dme relay (last guy who tried fixing it lost it). The ignition feels a little funny but I have power to all the fuses and the gauges come on with the key, it also cranks fine. It seems like I'll have no tach movement, then ill turn the key off and try again and it will bounce a little. Supposedly the speed and reference sensors were already replaced. Any ideas?

I started checking connectors and the temp sensor wires are completely shorted together. Will the car still run if I cut them off for now while I troubleshoot just so theyre not shorted together anymore. The tps is also full of oil and not clicking. what a mess
