Well, the break is likely my fault from the last in-car disassembly & reassembly that I did... I'll guess that I may have lifted the motor too high with the passenger side motor mount out while I resealed the lower balance shaft cover. I just with the machine shop had spotted that before putting the bottom-end together.

Well, regardless of who's fault it is, it's really lame. And, I think it was definitely the machine shop's responsibility to discover it before putting it together... They did accept a fee for a service which they described as an "inspection" did they not?

I'm definitely not a metallurgist, but I think you're probably right that the pan needs to come off before it is welded... but I definitely don't know that for sure. I would think the oil pan gasket could be re-used in this case though... I'd use new sealant on the corners, but I would think the gasket is still good.

I agree. I've heard of people reusing the pan gasket, and it's new, so that helps too. Yes - definitely new sealant at the corners. I'm just not looking forward to dragging the motor back down to the machine shop...

This whole thing definitely sucks... but I am really curious how the machine shop tries to explain missing that.

This is the lower-front engine mount boss on the driver's side:

Can you post a pic of it from further back so we can see where it is? Sorry either way -- that's a total bummer ...

Ouch, that's a bummer. Wonder if that motor was in a car that was in an accident and stressed the motor mount?
