Post Abrupt transition behaviour/rpms fall slow

My 86 turbo seems to act very abruptly when lifting from full throttle. It seems that I can't really get it to produce some power after hitting full boost for a few seconds, it's all or none.

The engine also takes quite a while to fall in rpms, specially when shifting. It seems to be about 750 rpm too high, and yes I do lift for shifts.

I'm suspecting a throttle position sensor for both of the symptoms, as the sensor also fails to click. Does this sound reasonable?

I would also guess at the TPC, good luck in getting it sorted out.
