How bad are the CA emissions laws?
I might be taking a job in Costa Mesa. This is all in the early stages and I'm just covering all my angles. One of my concerns is what type impact this will have on my toys, namely the 951. Its an 86 if that makes a difference.
Engine is a 968 based 3L turbo, no catalytic converter, running electromotive. How screwed would I be?
This is sort of funny, I'm single with no kids. Most families that are looking at relocation would be worried about the schools and community activities. Me, I'm worried about what impact there would be on my cars.

It IS a challenge.
Good mechanic will help. I tried on my own, and no dice... even with a new cat.
Basically, it has to be better than new (no kidding). It has to pollute less than when it was brand new.

No cat, no pass and you have to have a certified Cali cat. You will probably fail miserably the first time and then have to use a 'test only' shop from that point on. They will likely spot any equipment irregularity if they have any smarts at all. If your fuel evaporator lines and equipment are removed you need to reinstall them. Contact Boostfeen, he built up a 968 3.0L Turbo and got it smogged here so he might have some good tips for you. As Litesonic states, the emissions requirements here are stricter than when the car was new...ask me how I know and what it cost me.

Oh, yeah, forgot about the vapor purge stuff, that's all gone too, and the crank case vents to atmosphere.
I'm using the factory pipe with a gutted cat' so visually it will pass, but what comes out the tail pipe probably won't.
It looks like I have potentially some reconfiguring to do.

The car will not pass the CA visual inspection if you have a 968 motor in a 951, so do not even try. Failure of the visual inspection means you may be subjected to yearly inspections (normally every two years).

I have no experience with CA, but I know that the laws in WA are similar... or at least that's what I've heard.
There are few ways to get around it here. First of all, if the car is 25+ years old, no emissions test is required. Second, emissions is not required in all cities in WA, so you register it at a friend's house that is in a area where it's not required. The third is you find an indie shop that is licensed to do emissions test and find some way to talk a tech into "passing" you. I don't know if any of this works in CA, but I'm sure someone with more relevant experience will chime in.

CA is MUCH stricter than WA.
It's one of the reasons CA is at the bottom of my list for places to live. It's nice to visit, but I don't think I could ever live there.

Other thing about CA, in 2010 the smog laws were tightened, which means the allowable acceptance limits for NOx, CO & HC were lowered by 15%. This means that our 20 year old cars now have stricter emissions limit to pass than when they were new. In addition, the only legal CAT for a 951 is one with a 2.5" inlet if purchased after 2010 (i.e. Magnaflow 36XXX).

Standalone is illegal in Ca. If they see it you will fail! Timing has to be stock spec. I don't remember how you check timing on the 951 but on my 944, I told the guy the where the timing mark was and he said oh "F
that! I'm, SURE IT'S GOOD!"
My understanding is that they check idle, 15 mph and 25 mph and you should be at 14.7 at those points, you can tune to those specs with a standalone..which is why they are illegal! Unless it's a CARB certified Standalone...good luck with that on a 951!
But the vapor thing does need to be there, I did not test it back in the day, it was just visual.
I don't think the air cleaner assembly was part of the test, it did not contain any emissions gear.

how are they going to know its standalone? Heress what you do.... you plumb a line from the intake into the exhaust, so you effectively "water down" the emmisions with the turbo pressure.
