What are the symptoms of a failed or dailing Fuel rail damper?

Well when the fail completely, the diaphragm usually rips and if you pull the vacuum line off, it will be shooting fuel out with the car running. Thus, fuel gets into your intake via the vacuum line and starts fouling out the plugs.

So if it's partially failing, there should also be some fuel in the vac line. Should there also be fuel resting in the line with the car off?

Thanks guys. I'll give it a look. I'm replacing the fuel lines and just want to address everything at once.
