For a cheap rally car, noting beats a 1G Mitsu GSX, I had a 93 that I bought in 94 with 10K miles.
I've had a second home in Vermont for 20 years (ok I'm not a young guy) and this car was a blast
on dry or wet dirt roads, better than my SUB. 02 WRX or 05 LGT, Coilovers, Big 16G, exhaust, engine management & 20+ #s of boost will give EVOs a good run, yes the Focus has done well in rallies, nothing I would attempt with a 951 and I don't care what tires you put on it. I'm sure there are people that have tried it though.
