Those wheels are only have value to a collector. My only concern is were the rear RSR wheels shinny like that? I only remember seeing pictures of RSR's with a more dull finish. If you are going to spend that much on set of "proper" wheels for a collector car I would sure want the right finish vs a bling finish.
As for the tires, there are a number of manufacturers (Dunlop, Michelin, Avon) that produce modern versions of vintage racing tires that should fit these wheels. Most are slicks, some are grooved for wet conditions. You can have the slicks grooved if you really wanted to use them on the street.

Well he does state they were refinished by Al Reed, who is basically well known for polishing just about anything to a mirror finish. So cosmetically they are not correct.
