Not true. You can get more power from a bigger turbo at lower boost than from a smaller turbo at higher boost. Think of it as a garden hose vs. a sewer pipe. One has high pressure but less volume. Volume of air is what gives you the power - not PSI. What we all want is tons of volume at the lowest possible pressure. The other thing to consider is where a turbo is efficient. You can't just keep increasing the boost and expect the car to make exponentially more power. At some point you will get to a boost level that is outside of the efficiency range of the turbo and you actually make less power.
