What's Should I Do To Make It Faster!
Current Modifications Include:
Weltmeister Performance Chip
Custom Exhaust System
A-Pillar Gauges
I'd like to add more horsepower and torque, but I don't want to spend thousands. What does everyone suggest I do next?

Really depends on how much faster you want to go.
Do you have a soild engine to start with ? good compression, new vacuum lines and such ?

Interesting....I like the mass air flow kit.....but...I have an 86.....How much power does it add?
I mean.....I have an 86...how complicated an ECU does my car really have, how much can it really be tuned?
Also.........engine is in pretty good shape yes....compression is:
1-130
2-125
3-140
4-130

those compression numbers are not what i'd call pretty good, there's a 15psi drop between high and low. most folks with pretty good engines tend to see 140s on all all 4 cylinders.

Did you remove the cat yet.
You can get MAF units for all 951 years.
Here is my setup.
86 951 98000 miles
No Cat.
Autothority MAF unit with stage 2 chip set.
3 Bar FPR.
Shimmed WasteGate.
Boost set at 15-16 psi.
This is about as far as I can go without spending some real money.
With a Gtech pro meter I can get 285-290 HP.
Every month or so you see a MAF setup on ebay for < $800-1000.
You can get MAF units for all 951 years.

So, I think my cat is still installed. But I already have an aftermarket exhaust. Should I just cut out the cat myself, and add in some straight pipe, or ditch my muffler, and buy some system?

monabaker: You need to have a good engine before you even think of MAF's and other (more expensive) upgrades.
Those compression numbers, was the engine at operating temperature and was the throttle fully open when the test was taken? Take a leak down test as well, how is the head gasket, clutch, CV joints, ball joints etc.....
Only after you have a good car to start with, you can expect to spend more money and get what you expect (in terms of performance).
You can either shim the wastegate or get a new one, SFR sell the Tial 38mm wastegate and Lindsey Racing sell their own Dual Port wastegate. But, you would need a manual or electronic boost controller ( you should already have this since you have weltmiester chips, do you?) bypassing the Cycling valve (known also as teh frequency valve) when going for a boost controller.
