Heads-up: Dubai hasn't got a single drop of oil, the Abu Dhabi is loaded with it!!

If i recall, 92% of Dubai's economy comes in from tourism, 8% on local business and 2% on IT

You should devise of a way to drill on a 45 degree angle like Saddam did to kuwait. With your engineering back ground it shouldn't be that difficult.
