How do you know if cylinder walls are bad?

Question: If you have scratches on the bores, would it show in the way the car drives? ie oil consumption, click noise or something?

Im going to take off the head in a week (or two), if i find any scratches on the bores, what effects would it have if i put everything back in and didn't deal with it????

PS: The car consumes oil well out of the factory recommendations (1L/3,000kms+) any no noises here or there, just asking.........
