As stated above you are actually better with a smaller one is most situations. Although I have a 46mm I would buy the 38mm today, knowing what I know now.

bronco951- I would recommend the stock spring rate (.8 bar) 11.5 psi
You can always go higher with a boost controller, but never less than the wastegate spring rate.

Actually you need bigger wastegate the lower boost you run since more exhaust flow is directed through the wastegate and not to the turbo.
A 38mm WG might be to small for a low boost turbo V8 with high compression. 38mm is only 1,5" and probably less than half the flow will go through the turbo so there's a big risk 1,5" diam will limit the flow.

But... if it's too small there's an easy fix... turn up the boost

Thanks for your response Duke. He is going to be running 14psi. Is this not enough boost for the 38mm??? Should I tell him to go with this 46mm instead?? Thanks for your imput on this subject.

You could run 8psi and the 38mm still would flow enough, our engines are simply too small to need any more at any boost levels we'll ever run.

The wastegate is a valve to divert exhaust gas away from the turbo thus generate less boost. A bigger hole loses more potential boost down the exhaust than a smaller one. If you are running very high boost levels and you want to lose it very quickly then a big hole is required, if you are running more sensible boost levels and you want to keep the turbo spinning during gear changes (most boost should exiting through the dump valve anyway) then isn't a smaller wastegate better?
