The clear coat on my wheels are shot. Has anyone dealt with this issue, if so what did you do?

I have the same issue, My thought was to plastidip the wheel any actual solutions would be great

Rust-o-leum has a couple different wheel paints and also have wheel clear coats. I just redone my Dial Wheels crushed gold with Rust-o-leum peel coat. Ive used plasti dip and have had mixed results, fading, scratches, etc. The Peel Coat seems a lot more durable.
