Those bolts strip out easily. Reusing them increases the wear and tear on them and makes it more likely that they will strip out.
In addition, they may not seat as well if they are reused increasing the risk that they will come loose.
Replacing them is cheap insurance. Tearing into the clutch again just because you didn't want to replace the bolts would be a major bummer.
