Guys advice needed please to avoid unnecessary expense!

I was driving home from work in the rain & my wipers suddenly stopped halfway down the windscreen. At the same time I lost the power to the windscreen washers and the headlight washers which operate off the same stalk. I have replaced the fuse in the fuse box but the original one didn’t look like it had blown. I assume my first port of call would be to replace the stalks on the steering wheel?Is this the right thing to do before I start taking apart the blower to get to the wiper motor???Any help would be greatly appreciated!
