Default Fog Lamp fuse blowing

My fog lamps worked in November, but upon the spring start-up, they weren't working any more. I check the fuse (1984 944 - Fuse position # 15), and it was burnt through.
I changed the fuse, tried the lights again, and it burnt through the 2nd one.

The only other issue, was last fall I had noticed that the Driver's side fog lamp was out, and when I touched it, it came back on (so I assumed a loose connection).
(*Note - the passenger side was on at this time with no issues)

If something came loose on the Drivers side, and was somehow "grounding-out" (excuse my layman's use of the term - Touching metal it shouldn't be), would that "Blow the fuse" and cause both lights to not work?
Any clues on what to check for first?

(If the fuse is blowing consistently, I'm assuming that I at least have power flowing to the lights)

I figured it out.
The passenger side lamp had somehow shorted itself out with the wire from the lamp (the white one) had an exposed metal part at the tab, and it had touched (fused itself) to the other exposed tab (the brown one) on the lamp housing. A new bulb and some electrical tape to keep the two from touching solved the issue.
