Default Putting the top back on the fuel tank baffle

Got myself a used gas tank from a local (Thanks, Steve!) and am getting it all prepped for reinstall.

One small issue though - the top of the in-tank baffle is off. My arms are too big to fit inside, and my kids don't have enough dexterity to get the three clips into place, so another other bits of magic to get it on?

Or....can I just leave it off and possibly cut it up at the fuel sender opening up at the top?

I'm assuming that this might cause issues with the fuel level gauge when the fuel is low, but any other downsides to the approach?

Still plodding along...

On #30, the clips were broken, so I just set it on top, and slid the sender through it....don't know of any long term issues yet, as she hasn't driven anywhere since...
