Well it's running, but I'm not that happy because I still don't really know what it was. I pulled the CEP and looked for anything loose behind it. It was out to fix the recirc flap and replace the fan motor. Then I pulled the EZK connector which hadn't been touched and hit it with some DO100 and plugged it back in. Started in four turns and after a short drive idles nice.

It may have been a poor connection at the EZK. With 12V circuits it does not take much dirt/corrosion or a loose connection to stop volts or current passing through.
Sometimes you will get volts passing through a connection or a relay, but no current.
Also, there can be a change in humidity or temperature that can affect a less than perfect connection.
