PS pump rebuild. What went wrong?

Default PS pump rebuild. What went wrong?

78 USA 5sp.
As part of the an M28/11 swap, I rebuilt the PS pump in an effort to keep the ATF off the rest of the car.

As there seems to be some question as to suitability of the rebuild kits for the earliest pumps, I used one hanging off an M28/16 that's sitting in the shop.

It appears the pump is not providing pressure to the rack, as the assist is almost non existent.

Is it possible that I installed the intermediate plate incorrectly? Or is there another, different coincidental problem?

I'm not certain how much difference it would make on the assist, but did you keep the vanes oriented correctly? I suspect if they where reversed, the pump pressure could be reduced.

I wasn't as deft as Sharkskin and dumped all the vanes out on the workbench. I was careful, however, to install each one according to the wear on the end of each vane.
I recall a passage on the plate that goes on top of the vane pack and wonder if I may have installed that wrong.
