Default Wheel spacer

I replaced my tires and now have rubbing on right side only.
Vehicle is 1986 with 21 mm spacers, fenders are rolled and thinking of buying 21mm and have them machined 2-3 mm to eliminate rubbing.
Anybody tried this before, will I still be able to use closed stock lugs?
I don't want to use open lugs.

Put on some gloves and pull out on the fender a bit. Take it around a few corners and if it still rubs purchase a pair of 18mm hub centric spacers: http://www.ebay.com/itm/HUB-CENTRIC-...NXlpGg&vxp=mtr If studs are a now a bit to long, look for someone with fab skills that can cut studs shorter (in place). I wouldn't cut the stock long studs as it limits your wheel option in the future IMO.

Just use the open steel lugs and lightly screw the stock lugs over top of them, been running that way for years w/o any issues when removing them, just don't over tighten them and cause a bind.

Has anybody machined 21 mm spacer and used closed end lugs?
What is the limit to machine before studs binds on lugs?
Thanks for replies and suggestions.

My car had this problem, I don't have a definitive reason why it stopped, either because I kept driving it and the suspension eventually settled more central or I happened to jack it up on one side causing it to settle more central. It used to rub on bumps and corners. Now it doesn't on either.
