Welcome to my job. I work on stuff like that and worse every week. Mostly optical network systems, but some copper.

I'd get in there with a nice sharp chainsaw and remove all of that old wiring...and then rewire from memory. You'll be fine, most of those wires are unnecessary...wire was cheap back then and they just added a lot of these pretty colored wires for amusement purposes.

That's not a CE panel. CE panels are all done in one color of wire. Makes the color-coding easier to document.
